Calling for Japanese people to have their skulls split open by the Chinese MFA, a PRC diplomat calling for Takaichi to be beheaded, industrial espionage, etc. All are stuff PRC does on a daily basis. The World is not only the US and the other states without agency. China and Russia back in 2015 have done attacks on the US in cyber that would constitute war by their constitution.
