They were not in the position to splurge on non necessities. But even with that - they supplied entire population with oil, gas, electric no problems. Utilities barely cost anything even in modern russia

I disagree. Soviets were busy recovering from WW2 for decades while funding own allies. They were not in the position to splurge on non necessities.
