        Then they are ruled by a dictator. Congress doesn’t have a say. Courts and judges don’t have a say. That’s dictatorship.

          No dictator rules alone. Judges, generals, congressmen, CEO’s, they’re all a part of the equation.

          There is always a system and a group of people that enable it, and can also disable it.
