Biggest and probably current constraint is the time it takes to create new manufacturing facilities. With how bad things are, I would imagine they have already maxed the output of the available production lines.
From what I’ve seen working in manufacturing and production facilities, it takes a handful of years to set up new production lines and many more to set up while new production facilities.
Have you thought of making a community for players to share custom levels?
For example, my first published level: The Maze
I would say it’s more like a Lego Gmod.
Minecraft custom maps and modded are two ways to go. S&box is the spiritual successor to Gmod and is a great option.

Maybe not the best option at the moment, but the GTX 1660 TI was a really good value for a long while. About the same power as a 1070. Could probably get one cheap used.

To be fair, I wouldn’t be surprised if the crew tried sabotaging the boat. They probably realized, at the last minute, that there was no escape, and tried to flood the boat to hide as much evidence as possible. Clearly they failed, but that would explain the sinking sub and lost bales.
